Tom Chapel, MBA, MPP

Chief Evaluation Officer, CDC

Tom Chapel has been CDC’s first Chief Evaluation Officer since 2011 but has been the Office of the Director’s go-to evaluation resource for much longer. Tom and his small staff in CDC’s Program Planning and Evaluation Office provide custom facilitation and coaching; run trainings, networking sessions and roundtables; develop many tools and resources; and manage a pool of 40 Evaluation Fellows and a dozen outside consultants.

Nationally, Tom just finished his term on the Board of the American Evaluation Association, where he won the Myrdal Government Evaluation Award in 2013. Before CDC, Tom was VP of the Atlanta office of Macro International (now ICF International). A New Jersey native, he received his BA from Johns Hopkins University and his MBA and Master of Public Policy degrees from the University of Minnesota.
